Community Needs Assessment

Panhandle Community Services (PCS), a community action agency serving 26 counties in the Texas panhandle, undertook a rigorous community needs assessment process during 2021. This report documents the needs assessment process, results, analysis and strategies the agency will employ to address unmet or under-met needs of low-income families and the communities in which they live. The purpose of this plan is to guide the agency in decision-making, strategizing, and moving forward with the development of the agency. In the process of developing this document, PCS set no agenda except to provide a solid, unbiased assessment of the needs in the region and then present a plan of action to provide the greatest community impact through PCS service programs.

Community Services Block Grant Plan 



Housing Choice Program Administrative Plan

Panhandle Community Services (PCS) receives its funding for the Housing Choice Voucher (HCV) program from the Department of Housing and Urban Development. PCS is not a federal department or agency. A public housing agency (PHA) is a governmental or public body, created and authorized by state law to develop and operate housing and housing programs for low-income families. PCS enters into an Annual Contributions Contract with HUD to administer the program requirements on behalf of HUD. PCS must ensure compliance with federal laws, regulations and notices and must establish policy and procedures to clarify federal requirements and to ensure consistency in program operation.

General Architectural and Engineering Services of the Maintenance and Operations Facility - RFQ #2020.01- PCS Transit

Statements of Qualifications will be received at the offices of Panhandle Community Services, hereinafter called "PCS", at 1309 SW 8th Street, Amarillo, Texas 79101 until 3:00 p.m. (CST) Friday, November 6, 2020 for General Architectural and Engineering Services of the Maintenance and Operations Facility.

Statements of Qualifications will be good for one hundred and twenty (120) calendar days from the qualification’s submittal due date. It is the responsibility of the Offeror to ensure that the Statement of Qualifications is delivered prior to the deadline. Statements of Qualifications received after the deadline will not be accepted and will be returned to the Offeror unopened.

OFFERORS are encouraged to attend a pre-qualifications virtual conference scheduled for 3:00 p.m. (CST), Thursday, October 28, 2020. The purpose of this meeting is to provide an overview of the requirements of the project and to answer any questions OFFERORS may have concerning this procurement.

PCS recommends all offerors attend the pre-qualifications conference and participate via the scheduled online meeting, only register offerors will be sent the login information.

Requests for Information/Approved Equals will be due by 3:00 PM Central, Friday, October 30, 2020, with a response by 3:00 PM Central, Monday, November 2, 2020.

Service Bid for Inspectors HCV

Panhandle Community Services is seeing an individual or fim to conduct inspections and quality inspections in accordance with Quality Housing Standards set by the U.S. Department of Housing and Urban Development (HUD) for the Housing Choice Voucher Program. 

PCS administers up to 1,991 Housing Choice Vouchers and approximately 200 payments under the Emergency Solution Grant in the top 26 counties of the Texas Panhandle. In accordance ith HUD regulations, each of the units selected by a family, must be inspected prior to the family moving in to the unit and annually, thereafter. New PCS Dumas Center

Panhandle Community Services is currently involved in a new facilities project in the Community of Dumas, Texas which will be meeting the demand for much needed employee office space to accommodate several agency program expansions in this area of the Panhandle.

Strategy and Planning Consultant

Panhandle Community Services seeks a qualified, experienced consultant to provide strategy and planning services.  The primary scope will be to provide assistance with the agency’s community needs assessment, leadership training and Pathways to Excellence (PTE) process management and strategic plan implementation.

Independent Evalutation

Measuring the Impact of a Project for Earned Income Tax Credit (EITC) Outreach, and Improving Awareness and Education for Adverse Childhood Events (ACES) in the Texas Panhandle.

Panhandle Community Services (PCS) has been awarded a three year demonstration grant by US Dept. of Health and Human Services/Office of Minority Health to evaluate the impact of encouraging qualified individuals and families to take advantage of the Earned Income Tax Credit (ETIC) and evaluate the impact of the additional income on Adverse Childhood Events (ACEs). Annual renewal will be based on satisfactory performance.

Audit and Tax Services

Panhandle Community Services is seeking proposals from qualified firms to provide the Single Audit under Subpart F of OMB Uniform Guidance for the year ending 12/31/2020.

Sole Source Procurements

Panhandle Community Services (Panhandle Transit) and Texas Department of Transportation (TxDOT) Procurement Policy provides that sole source procurements may be used only when the Award of a Contract is infeasible under other source selection methods, and at least one of the following circumstances applies: (1) the item is available only from a single source; (2) the public exigency or emergency for the requirement will not permit a delay resulting from competitive solicitation; (3) FTA or the pass-through entity expressly authorizes noncompetitive proposals in response to a written request from the recipient; or (4) after solicitation of a number of sources, competition is determined inadequate. See 2 C.F.R § 200.320, Methods of procurement to be followed, and FTA Circular 4220.1F, Chapter VI, paragraph 3.i. – Other Than Full and Open Competition.
