Community Needs Assessment
Panhandle Community Services (PCS), a community action agency serving 26 counties in the Texas panhandle, undertook a rigorous community needs assessment process during 2021. This report documents the needs assessment process, results, analysis and strategies the agency will employ to address unmet or under-met needs of low-income families and the communities in which they live. The purpose of this plan is to guide the agency in decision-making, strategizing, and moving forward with the development of the agency. In the process of developing this document, PCS set no agenda except to provide a solid, unbiased assessment of the needs in the region and then present a plan of action to provide the greatest community impact through PCS service programs.

Community Services Block Grant Plan
Housing Choice Program Administrative Plan
Panhandle Community Services (PCS) receives its funding for the Housing Choice Voucher (HCV) program from the Department of Housing and Urban Development. PCS is not a federal department or agency. A public housing agency (PHA) is a governmental or public body, created and authorized by state law to develop and operate housing and housing programs for low-income families. PCS enters into an Annual Contributions Contract with HUD to administer the program requirements on behalf of HUD. PCS must ensure compliance with federal laws, regulations and notices and must establish policy and procedures to clarify federal requirements and to ensure consistency in program operation.
