FOR THE RESTORING AMERICA'S HEROES PROGRAM
Types of energy conservation measures may include weather stripping, attic, and wall insulation, minor repairs to HVAC systems if under the approved dollar amount, caulking, and weather stripping.

Minor repair projects cover activities including minor window or door repair, water heater wraps, refrigerator repair or replacement, smoke detector installation, C.O. detector installation and led light bulbs.

Upgrades may include electrical upgrades, roof repair or replacement, modification and repairs to walkways or ramps, modifications to make bathrooms handicap accessible including shower enlargements, making the home wheelchair accessible, and installing compliant toilets or handrails as needed. PCS will adapt a plan according to the specific needs of each household.
 

WHO QUALIFIES

Eligibility for the project includes individuals who have served in any U.S. military branch, including the Army, Navy, Air Force, Marines, Coast Guard, National Guard, or a Reserve unit.

Participants must qualify at or below the 2020 income guidelines set by the U.S. Department of Housing and Urban Development, or be disabled, as defined by the Veteran Administration.

These include both active duty and former service members with any discharge other than dishonorable. There is no length of service qualifier.

Veterans and or surviving spouses must own the home and be in good standing with payments.

DOCUMENTATION REQUIRED

For Veteran's or Surviving Spouses (Please Provide One of the Following):

• DD Form 214, Certificate of Release or Discharge from Active Duty
• NGB-22, National Guard Report of Separation and Record of Service
• NA Form 13038, Certificate of Military Service
• Department of Veteran affairs official letter of disability with character of service listed
• Uniform Service Identification Card
• E-Benefits summary with character of service listed
• Honorable Discharge certificate
• State of Texas Issued Driver’s license with Veteran’s designation
• Certificate verifying Active Duty Status from Department of Defense Manpower Data Center (Only currently serving active duty)
  
  Housing Documentation
• County tax statements showing beneficiary is current on property taxes and deed
• Mortgage or other loan statements showing the beneficiary is current. 
  
  Income Verification for all household members 18 years old and older if applicable
• All check stubs for the last 30 days for all working members of the household
• A printout from Social Security showing monthly amounts
• Letter or printout from the Department of Human Services showing the amount of TANF
• Retirement Benefits/Veterans or military benefits
• Unemployment Benefits
• Workman’s Compensation
• A Notarized Declaration of Income Statement for persons in the house with no documented income or no income. (18 years of age and older)
  
  Documentation of Citizenship (US Passport, US Birth Certificate, or Certificate of Citizenship or Naturalization.)
  
  Surviving Spouses 
  All surviving non-remarried spouses of a deceased Veteran produce Veteran documentation plus one of the following:
• Uniform Services Identification Card
• Marriage certificate
• Death certificate
